			<content:encoded><![CDATA[<p>The Credit Card Accountability, Responsibility and Disclosure Act, signed earlier this year, is already paying dividends for consumers.  As the <a href="http://www.nytimes.com/2009/08/11/your-money/credit-and-debit-cards/11limits.html" target="_blank">WSJ</a> reports, <a href="http://www.creditcardwatcher.com/card/issuer/American-Express">Amex</a> and <a href="http://www.creditcardwatcher.com/card/issuer/Discover">Discover</a> cardholders should soon be receiving notices that they will no longer be charged fees if they exceed their credit limit.  This move was spurred by the credit card act that expressly prohibits issuers from levying fees unless the consumers have explicitly requested to surpass their limit and have indicated they are willing to pay to do so.<br />
<span id="more-594"></span><br />
Instead, both Amex and Discover will program their systems to analyze cardholder spending patterns and credit ratings to determine on an individual basis whether consumers will be allowed to exceed their credit limit.  As the WSJ notes, the decision to remove the fee was not the result of benevolence&#8211;rather, it was probably just cheaper alternative to programming their systems to allow consumers the ability to opt into paying the fee.</p>
<p>It&#8217;s a good bet that with this precedent set that other banks will eventually follow suit.</p>

			<content:encoded><![CDATA[<p>Some sweeping changes are coming to your <a href="http://www.creditcardwatcher.com/card/issuer/Discover">Discover Card</a>, and unfortunately, most of them are not good.  Effective for billing periods after May 1, 2009, a number of changes to its cash back program will be made:</p>
<ul>
<li>Cash back redemptions, which either are transferred to a bank account or issued as statement credits, will now only start at $50, and must be made in multiples of $50.</li>
<li>In addition, gift card redemptions will still start at $20 but no longer need to be in multiples of $20.</li>
<li>Transactions conducted in a foreign currency will begin being charged a 2% fee.</li>
<li>Perhaps most importantly, the first $3000 of annual spend only earns 0.25% cash back.  Spending above $3000 continues to earn 1%.</li>
</ul>
<p>Additionally, there are some changes to the terms for those who do not pay in full.  Thanks to reader Robert for alerting us to these changes.</p>

			<content:encoded><![CDATA[<p><a href="http://www.creditcardwatcher.com/card/issuer/Discover">Discover</a> will be removing both the minimum and maximum balance transfer fees on its consumer and business credit cards, effective November 1, 2008.  Currently, balance transfers are assessed a fee of 3% with a $10 min and $75 max for consumer accounts.  As of next month, all balance transfers will be subject to a flat 3% fee.</p>
<p>Discover seems to be following an industry-wide trend, as this move closely follows Chase&#8217;s decision to remove the balance transfer fee caps on nearly all of its cards.  Discover and Chase join Citi, which also eliminated the max balance transfer ceiling on the vast majority of its cards earlier in the year.  As credit tightens, we should probably expect more issuers to follow suit.</p>

			<content:encoded><![CDATA[<p><strong>Discover Cash Over</strong> is an often overlooked but very useful feature that allows you to use your <a href="http://www.creditcardwatcher.com/card/issuer/Discover">Discover card</a> much like an ATM card at the grocery store checkout.  When you use your Discover card at a participating supermarket, you can request additional cash at checkout, and it will be treated as a normal purchase with the same APR and grace period and no transaction fee.  For those who pay off their balance every month, it&#8217;s a convenient way to save a trip to the ATM.</p>
<p>In the past, the program was even more attractive, since you used to be able to earn rewards on the cash you received.  That was like getting free money.  While most stores no longer give you rewards on your Cash Over, there are a few that still do.<br />
<span id="more-241"></span><br />
It&#8217;s unclear how long it will remain the case, but for now, you&#8217;ll earn 0.25% on your Cash Over at discount and warehouse stores like BJ&#8217;s, Sam&#8217;s Club and Wal-Mart.  Note that 0.25% is also the amount you would normally earn on purchases at those types of stores.</p>

			<content:encoded><![CDATA[<p>According to JD Power and Associates <a href="http://www.jdpower.com/Finance/ratings/credit-card-ratings" target="_blank">2008 Credit Card Satisfaction Study</a>, <a href="http://www.creditcardwatcher.com/card/issuer/American-Express">American Express</a> was rated the highest among credit card issuers for overall customer satisfaction.  The poll of more than 7,600 credit card users found that Amex performed well across all five metrics that JD Power measured: interaction, billing and payment process, fees and rates, reward programs and benefits and services.<br />

<a href="http://www.creditcardwatcher.com/card/issuer/Discover">Discover</a> scored the second highest ratings, also with good marks across the board.  In fact, Discover and Amex were the only two issuers to score above the industry average.</p>
<p>Other findings from the report included:</p>
<ul>
<li>Customers who pay their balance in full every month are, as a whole, more satisfied with their credit cards than those who carry a balance and are twice as likely as to remain with their primary credit card issuer.</li>
<li>Even though those who pay in full every month are most interested in rewards programs, 72 percent of all cardholders participate in some type of reward program.</li>
<li>Hotel stays are the most satisfying type of reward, followed by cash rewards.</li>
<li>One quarter of all cardholders don’t know if their card offers them additional benefits and one-third haven’t used any during the past year. Those users have lower satisfaction levels than their better informed counterparts.

			<content:encoded><![CDATA[<p>On Monday, Discover announced that it had reached a deal with Citigroup to purchase Diners Club International for $165 million.  This acquisition should eventually result in increased global acceptance of Discover, enabling Discover cardholders to use their cards at international merchants that accept Diners Club.  In turn, international Diners Club cardholders would be able to use their Diners Club card at merchants who accept Discover in North America.  Discover expects that integration of the networks would take two to three years.</p>
<p>Currently Discover is only accepted in North and Central America, the Carribbean and China, so adding the Diners Club network will significantly expand its global reach and make it a bigger player among upscale consumers and business travelers.</p>

			<content:encoded><![CDATA[<p>In the latest sign that the credit crunch is spreading, the AP reports that <a href="http://www.businessweek.com/ap/financialnews/D8TNB7E00.htm" target="_blank">the rate of delinquent and defaulting credit card accounts has skyrocketed recently</a>.  Credit card companies have been revising their estimates of 2008 write-offs upward due to defaults; for instance, Capital One last month projected at least $4.9 billion of default-related write-offs.</p>
<p>Every issuer has responded in at least some way to mitigate their risks.  This is most evident in my survey of offers to new customers.  Here are some illustrative examples:</p>
<ul>
<li>Just in the past month, Discover has reduced the intro 0% period for purchases on their consumer cards from 12 months to just 6 months.</li>
<li>Despite the decline in the prime rate, Capital One has increased the APR on its consumer cards by half a point, also in the past month.</li>
<li>Chase has also been aggressive in systematically reducing its exposure by making its balance transfer offers much less attractive.  While Chase&#8217;s offers of 12 months at 0% APR used to be plentiful on its affinity cards, the available options have shrunk immensely.  In fact, the number of cards that offer an intro 0% APR for 12 months has shrunk from well over 100 a half year ago, to just 7, by my latest count.  The max balance transfer fee has also increased on many cards, from $75 to $99.</li>

<p>These changes appear to be working for Chase, as its trust was the one exception in October where delinquencies and defaults both declined.  Unfortunately for deal-hunting credit consumers, this may translate into deals being leaner in the times ahead.</p>
