They're outdoing AmEx, increasing the foreign exchange fee to 3%. They also raised my purchase APR to a variable rate with a floor of 19.99%. Didn't AmEx and Citi both market themselves as a great cards for international travel? I guess either they don't care about that market any more, or most international travelers don't care about being charged. I also just got a letter from Citibank.
