		<description>I also just got a letter from Citibank. They&#039;re outdoing AmEx, increasing the foreign exchange fee to 3%. They also raised my purchase APR to a variable rate with a floor of 19.99%.

Didn&#039;t AmEx and Citi both market themselves as a great cards for international travel? I guess either they don&#039;t care about that market any more, or most international travelers don&#039;t care about being charged.</description>
